Yes, I believe the joke is that they're reiterating that they want you to pay ahead of time. It's improper english (like what I tend to use much of the time in my blog posts). :-)
Hahaa, so maybe it wasn't as funny as I thought. It cracks me up that someone would put a sticker on a gas pump that wants you to prepay in advance; as if there was any other way to prepay!! :-) Maybe it has to do with my weird sense of humor and the fact that I'm a fricken english teacher, lol.
It is humorous that I had to think about the notice. I am not going to lie; I literally read your post- closed it because I didn't understand and then....as I was driving I thought about it; and the bamn- it clicked! It must be because of "pre" and "advance". Wow- I am slow!
